JOB DESCRIPTION
Solid Waste Transfer Station Operator:
Nature of Work: Operation of Transfer Station in compliance with State and Federal health and environmental regulations. Responsible for skilled equipment operation and regular maintenance of, and minor repairs to, heavy equipment.
Position Summary: Under supervision, operate all facilities and equipment at the Town’s waste Transfer Station. Perform advanced driving functions, serve the general public and perform required financial transactions.
Reports To: Transfer Station Foreman
Supervision: Works under general supervision from the Foreman. Receives oral instructions or work order from Foreman.
Essential Job Functions:
| Plans work according to activity or standard procedure
for the operation of Transfer Station. | |
| Ensures equipment maintained and ready for operations. | |
| Operates heavy equipment for the handling of bulky
waste, recyclables, leaf composting, and general Transfer Station duties. | |
| Utilizes knowledge of State and Federal environmental
laws to prevent disposal of dangerous or caustic materials. | |
| Makes repairs and performs preventive maintenance to
equipment and facilities. Performs a variety of skilled activities in
maintaining and repairing mechanical equipment. | |
| Coordinates major equipment repair work with Foreman.
| |
| Trains backup personnel in Transfer Station operations
and responsibilities. | |
| Greets public and directs them to drop areas. | |
| Oversees the recycling management of salvageable
materials, such as aluminum cans, glass, scrap metals and paper. | |
| Maintains records of user activity. | |
| Maintains clear access road to area. | |
| Uses computer and related equipment for scale operation
and database maintenance. | |
| Follows standard safety procedures and regulations. | |
| Reports work accomplished orally or in writing to
Foreman. | |
| Operates truck to plow and sand site in winter emergency
work. | |
| Provides on-call service to respond to emergencies at
the Transfer Station area. | |
| Assess and collects fees from the public. | |
| Operate, maintain and clean trash compactor. | |
| Operate front-end loader and bobcat to pack containers,
load appliances and recycle necessary material. | |
| Assist the public with open container dumping, recycling
of items such as oil, aluminum, paper goods, green waste, white goods, etc. | |
| Demonstrate adaptability and resourcefulness in the safe
and efficient operation of vehicles for a variety of assigned purposes. | |
| Call transfer company when open containers are ready for
transfer and implement emergency contingency plans when necessary. | |
| Prepare receipts and keep accurate daily accounts of all
fees collected and containers transported in the form of a daily work log.
Responsible for security of cash collected and for security of Transfer
Station. | |
| Clean office area, Transfer Station area and yard. | |
| Check equipment to maintain efficient and safe
operational status including inspection and testing of tire conditions and air
pressure, brakes, mechanical and engine fluids, water, brake lights, head
lights and other systems and equipment as required. | |
| Responsible for the security of the Transfer Station
site. This includes unlocking and locking the gate and office and operating
any security measures in place. | |
| Ensure bins are properly closed at the end of each day.

| Operator is required to attend hazardous materials
training. Use this training to identify, separate and properly dispose of any
potentially hazardous or prohibited waste that is dropped off at the station. | |
| Maintain confidentiality of all records and files. |
Minimum Qualifications:
· The skills and knowledge required would generally be acquired with the ability to apply common sense understanding to carry out instructions furnished in written, oral or diagrammatic form.
| Ability to prepare and issue receipts, make change and
account for cash receipts. | |
| Knowledge of the special laws, regulations and policies
pertaining to operation of a transfer station and composting operation. | |
| Ability to deal with multiple challenges and solutions
that deviate from standardized situations. | |
| Ability to operate heavy equipment skillfully, safely
and without abuse to the equipment. | |
| Ability to perform preventive maintenance on equipment. | |
| Ability to perform repairs to transfer station
equipment. | |
| Ability to use standard office equipment including use
of computer workstations. | |
| Ability to learn computer skills necessary for database
maintenance. | |
| Ability to learn about hazardous materials. | |
| Ability to perform record keeping functions. | |
| Ability to use a personal computer to operate scale
system and software to record and retrieve data. | |
| Ability to establish and maintain effective working
relationships with Town employees and the public. | |
| Ability to provide effective customer service. | |
| Ability to maintain various logs and records accurately. | |
| Graduation from high school or equivalent. One year of experience in solid waste or maintenance is desired. |

Specific vision abilities required by the job include close vision, distance vision, peripheral vision, depth perception and the ability to adjust focus. The employee occasionally works near moving mechanical parts or in precarious locations. Sufficient stamina and good health to perform strenuous physical labor. While performing the duties of this job the employee is frequently required to lift and/or move up to 25 pounds and may occasionally be required to lift and/or move up to 50 pounds. Employee frequently works in poor weather conditions, including heat, cold, rain and snow. Employee must be free from mental or physical disorders which would interfere with performance of duties as described, and must have the ability to maintain his/her composure with the public and co-workers in everyday, stressful and emergency situations.
Working Conditions:

Performs work both indoors and outdoors. Worker performs
indoor duties in a temperature-controlled environment. Worker is exposed to
natural weather conditions while performing outdoor duties. | |

Work in extreme weather conditions is required. The
percentage of duties performed in each environment depends on the amount of
trash brought to the transfer station on a particular workday. | |

Worker is exposed to intermittent noise and vibration
factors while performing duties. | |
|
Worker is exposed to exhaust fumes, odors, dust and/or
mists in the performance of duties. | |
|
Work
is conducted primarily during daylight hours. | |
|
Worker performs duties on both even and uneven surface.
Worker is required to use a ladder on an occasional basis while operating
equipment and performing general labor work. Indoor surfaces are typically
dry. Outdoor duties may be performed on surfaces that may be wet or dry,
muddy, paved or dirt; surfaces may also be asphalt, concrete, grass, natural
ground, crushed rock, ice, or snow. Grease or oil may be found on working
surfaces. Work may be performed on inclines. | |

Most duties are performed alone, without direction from
supervisor. Certain duties are performed as part of a team or group of
workers. | |
|
Work hazards, or potential work hazards, include
operating heavy equipment, exposure to severe weather conditions, frequent
lifting, and exposure to hazardous waste material and working alone in a
secluded area. | |
|
Operate vehicle under adverse weather conditions, and work on a schedule other than normal work week hours. The scheduled work week includes Saturday hours. |

Salary Range: $15.00 - $17.00 per hour
