History
The Connecticut State Police Department was established in 1903; the Resident
Trooper Program was established in 1947. The purpose of the program is to
provide towns located at considerable distance from the nearest State Police
Trooper, with additional police coverage.
Each Resident Trooper was required to reside within the town and was expected
to maintain an office and telephone at his private residence and received calls
at their home 24 hours a day.
Today, all Resident Trooper offices have been moved from private residence to
a town owned building. At the present time most Resident Troopers work a
schedule that best fits the town's needs and the the town manager's needs. At
the present time, the town of East Haddam has two Resident Troopers, and eight
Constables. All the Officers associated with the Resident Trooper office are
scheduled days and evening hours.
Although the Resident Trooper Program has evolved considerably since its
inception, today's program still has much in common with the original program,
including the purpose of the program itself. The program is designed to bring
personalized police service to the town. The Resident Trooper is a law
enforcement professional who provides an immediate, direct link to the Troop
Commander and to all the services provided within the Connecticut State Police
Department. The Resident Trooper Program has a demonstrated history of providing
the most professional and economical police service to the towns in Connecticut.
