TOWN CLERK'S OFFICE

HOURS: 

The Town Clerk's Office is open Monday, Wednesday and Thursday from 9:00 a.m. to 4:00 p.m.  On Tuesday the Office is open from 9:00 a.m. to 7:00 p.m. and on Friday the hours are 9:00 a.m. to 12:00 noon. 

RECORDINGS, LAND RECORDS: 

Recording Documents - The Town Clerks Office is responsible for recording Land Records Documents.  The filing fee is $43.00 for the first page and $5.00 for each additional side or page thereafter.  There is a $2.00 fee for any deed with a consideration of $2,000 or more.  No deed conveying real estate will be recorded without the State of Connecticut Real Estate Tax Form (OP-236 Rev. 05/05).  Local conveyance tax collected by the Town can be computed by multiplying .0025 x the consideration paid. 

COPIES: 

Copies of Land Records are $1.00 per copy.  The Land Records are open to the public during the hours that the Office is open.   

If Certified copies are required, an additional $2.00 is charged for the certification.  

MAPS 

There is a $20.00 fee for filing Subdivision maps, which must be signed by the Planning & Zoning Chairman.   

There is a $10.00 fee for filing site plans, boundaries, easements and other maps.  Only maps produced by 1) wash-off photographic polyester film, 2) fixed line photographic polyester film, or 3) original ink drawing on polyester film or linen can be accepted.

VITALS: 

Marriage Licenses - Marriage licenses must be obtained in either the Town at which the marriage ceremony is to be held, or the town of residence (within Connecticut) of either the bride or groom.  There is no longer a requirement for premarital blood tests in Connecticut. 

At the Town Clerk's Office, the bride and groom will provide general information about each person, including their parents full names at birth and the town and state of their birth.  The license is valid for 65 days from the time of issuance.  The fee is $30.00 and must be paid prior to issuance of the license.   

Certified copies of filed marriage licenses are available at the Town Clerk's Office both in the town of occurrence and in the town of residence.  There is a $10.00 fee for certified copies. 

Civil Unions - Civil Union licenses must be obtained in either the Town at which the celebration is to be held, or of the town of residence (within Connecticut) of either party to the civil union.   

The fee for the civil union license is $30.00.  There is a $10.00 fee for certified copies.  Basically, the same rules for issuance of a marriage license apply to a civil union. 

Birth Certificates:  Birth certificates are on file for anyone whose mother was residing in the Town of East Haddam at the time of their birth.  Photo identification must be presented when a request is made.

There are strict laws governing to whom a birth certificate can be issued.

State law assesses a $10.00 fee for certified copy.  East Haddam has enacted an Ordinance (August 22, 2007) that has reduced the fee to $5.00. 

Death Certificates: - Death Certificates are available from the Town Clerk's Office for anyone who died in the Town of East Haddam, or who died in another town in Connecticut, but was a resident of East Haddam. 

Certified copies are $10.00.

Burial permits are available to funeral homes for a $3.00 fee. 

Cremation permits are subject to a $3.00 fee.

Dog Licenses: 

Every dog in Connecticut must be licensed within 30 days of turning six months of age.  New dogs must be licensed within 30 days of acquisition.  Documentation from the veterinarian demonstrating proof of rabies vaccination and the expiration date is required.  The licensing fee for a dog that has not been spayed or neutered is $19.00.  The licensing fee for a dog that has been spayed or neutered is $8.00.  Documentation from a veterinarian evidencing that spaying or neutering has occurred is required.  Licenses not obtained by June 30, are subject to a $1.00 penalty per month.   

Transfers:  If your dog is currently licensed in another Connecticut Town you can transfer the dog's license for a $1.00 fee.  

Lost Tags:  If your dog loses its tag, a replacement license can be obtained for a $1.00 fee. 

Reminder notices are sent out in late May to those who licensed their dog in the previous year. 

Veteran's Discharges:   

To receive a veteran's exemption on the assessment of your property or motor vehicle, you must file your original DD-214, or a copy that you previously filed with another town with the Town Clerk's Office.  Filing must occur by September 30th to receive the exemption for the following July's tax bill.  There is no fee to record this document. 

Liquor Licenses:  Liquor Licenses are obtained through the State Liquor Commission, however, they must be recorded in the Town Clerk's Office.  There is a $2.00 filing fee. 

Notary Public:  

Both the Town Clerk and Assistant Town Clerk provide Notary Service free for town residents. 

The Secretary of the State's Office issues Notary Public Commissions.  Once you have received your certificate from the Secretary of State, it must be filed at the Town Clerk's Office in the town in which you live.  The filing fee is $10.00.  You may also record your commission appointment in the town where you do business.  Such additional filing requires another $10.00 fee to that town.

Proof of successful completion of the Connecticut Conservation Education/Firearms course must be presented in order to obtain a firearms license.  Once presented it is not required again unless the license lapses for more than 5 years.  

Applications for archery, deer and turkey hunting permits are available at the Town Clerk's Office as well as the DEP.  These permits are issued ONLY by the DEP.

ELECTIONS: 

Absentee Ballots - The Town Clerk's Office is responsible for issuing and recording Absentee Ballots.  Any qualified voter unable to vote due to the following reasons may obtain an Absentee Ballot:

 Illness or physical disability

 Absence from town during all election hours

 Religious beliefs forbidding secular activity on election day

 Serving as an election official at a polling place other than

 Active service in the Armed Forces

How to apply: 

Applications for Absentee Ballots can be obtained from the Town Clerk, the Registrar of Voters, or the Secretary of the State's website  http://www.sots.state.ct.us/ Any qualified voter already out of town may have an application mailed to them, however, sufficient time for receiving and returning the application must be allowed. 

Applications for absentee ballots are tracked when issued by the Town Clerk, as required by law.  Each application is serial numbered and logged.  When an individual requests five or more applications for individuals that are not immediate family that individual is responsible for maintaining a log and providing the information to the Town Clerk prior to the election.

Passports:
