This is a Regional Animal Control Department between the Towns of East Haddam and East Hampton. The purpose of this department is to perform patrol and enforcement duties in an animal control program; enforce Connecticut State Dog Statutes, laws relating to cats and the control of rabies in domestic animals and wildlife, and town regulations; and maintain animal control shelter.
The mission of the Assessor’s Office is to accurately and fairly assess the value of all real estate, personal property, and motor vehicles located in the Town of East Haddam in accordance with Connecticut state law. The office also administers various exemption and abatement programs related to property taxes for veterans, low-income seniors and disabled.
The Building Department is responsible for the issuance of permits for new construction and alteration of buildings, accessory structures, sheds, swimming pools and mechanical equipment. The Building Department is also responsible for the administration of the State Demolition Code. The building department houses inspection records regarding work conducted within dwellings and other non-residential structures.
The overall objective of this position is to serve as a liaison between existing and new business interests and the various East Haddam Commissions to encourage and facilitate a positive business environment, increased economic vitality and a positive impact to the Grand List.
The Office of Emergency Management (OEM) is responsible for coordinating all preparedness, response, mitigation, and recovery activities necessary to minimize and control the effects of disaster, both natural and technological, as well as the effects of terrorist attacks. Natural disasters (i.e. hurricane, blizzard, ice storm), hazardous material releases and mass casualty incidents are all possible threats for East Haddam.
Its objective shall be the preservation of life and property in regards to fires or similar like emergencies and disasters, whereby the training and equipment of said East Haddam Volunteer Fire Department maybe used to the advantage and benefit of the community at large. The services and equipment of the East Haddam Volunteer Fire Department shall also be used through proper organizational channels of command whenever called upon in regards to fulfilling binding agreements with County Mutual Aid or Federal or State Office of Civil and Defense mobilization.
The Fire Marshal serves in an oversight capacity over fire-related safety issues. This includes investigating instances of fire damage and inspecting all local healthcare and liquor establishments on an annual basis. Blasting and burning permits also originate from this office.

The Registrar of Voters office manages all elections’ processing in the Town of East Haddam by ensuring the accuracy of the voters registry list and preparedness of the election officials and voting tabulators in accordance with the Connecticut State Statutes, per the Administration of the Secretary of the State.
The Selectman’s Office is the executive office of town government. The office is responsible for general management of the Town's affairs.

The town or borough tree warden shall have the care and control of all trees and shrubs in whole or in part within the limits of any public road or grounds and within the limits of his town or borough, except those along state highways under the control of the Commissioner of Transportation and except those in public parks or grounds which are under the jurisdiction of park commissioners, and of these the tree warden shall take the care and control if so requested in writing by the park commissioners. Such care and control shall extend to such limbs, roots or parts of trees and shrubs as extend or overhang the limits of any such public road or grounds.
